The Privacy Commission (Privacycom) originated in approximately 2002 as a group within CyberArmy.net, with the mission of examining and reporting privacy threats throughout the Internet, such as Project Carnivore, Echelon, and proprietary privacy encroachment. It also maintains CyberArmy's own privacy safeguards. It takes action to shut down abusers of privacy.
Privacycom, known as The CyberArmy Privacy Commission back then, or simply CPC, ran groups of different interests. Some of these groups include:

Privacy Threats
This group used to research and publish Articles and Reports on privacy violating systems such as Palladium, Echelon, Carnivore, Magic Lantern etc. It also composed Tutorials about privacy violating systems, and tutorials about programs that helped to protect the privacy of netizens such as Proxomitron, PGP Encryption, Anonymizer, ZoneAlarm and BlackIce. This group was involved in such projects as Anti Palladium Initiative (API) and Anti Spam Research (ASR), Patriot Act II (PA2), and the Surf Safe Campaign (SSC).

This group handled the Development and implementation of new projects in CPC. Candidates who were considering joining were expected to be able to program confidently in any of following languages: C, Perl, Java, php, asp, VB. Candidates joining could also expect to be interviewed before being accepted.

Construct an online zine reporting issues dealing with censorship and rights of users, current legislation, contact information, ways to help, etc. Construct relationships and partnerships with other organizations which have links and similar mission statements.

The Echelon Watchers division examined and reported on privacy threats throughout the Internet,and proprietary privacy encroachment. It also maintained CyberArmy's safeguard. It educated people all over the internet about the Govermental Project Echelon.
